What actually happened

Nagasaki City records that Mitsubishi bought the undersea coal mine in 1890 and ran it until 1974, when the island was abandoned; reinforced-concrete apartment blocks were packed onto the tiny island from the Taisho era to house miners and their families.

The history

The island's ruins were designated a national historic site on 6 October 2014 and form part of the Sites of Japan's Meiji Industrial Revolution.

What people report

The empty apartment blocks have made the island a fixture of Japanese ghost-story and horror culture; the city presents it strictly as industrial heritage.

That paragraph is reported tradition, not a claim about what is there. The history above it is sourced; the stories are recorded because people tell them.
