What actually happened

In 2011 the government announced a road through the cemetery, and close to 3,700 graves were exhumed from 2013 to make way for it.

The history

Opened on 1 January 1922 as the first Chinese municipal cemetery in colonial Singapore, it closed to burials in 1973 and holds the tomb of Ong Sam Leong, said to be the largest in Singapore.

What people report

Local tradition holds the overgrown hills are haunted, and visitors have reported figures among the graves after dark.

That paragraph is reported tradition, not a claim about what is there. The history above it is sourced; the stories are recorded because people tell them.
