What actually happened

Designed for 386 prisoners in single cells, the prison at one point held some 600 inmates, and the national government ordered it closed in 1947.

The history

Construction of the prison began in 1902 and finished in 1920, producing five pavilions of 76 cells each; its inmates built the world's southernmost railway in 1913.

What people report

Guides and visitors have reported footsteps and whispers in the unrestored historic pavilion, and local tradition names the child murderer Cayetano Santos Godino, who was held here, among its ghosts.

That paragraph is reported tradition, not a claim about what is there. The history above it is sourced; the stories are recorded because people tell them.
