What actually happened

In 1625 Dutch forces besieged the fort for 21 days and burned San Juan to ashes before retreating, and in 1898 El Morro was shelled by the United States fleet under Admiral Sampson.

The history

Construction of the Spanish fortress began in 1539 and continued until about 1790, producing walls 140 feet high above the harbour entrance; from 1898 to 1961 it formed part of the United States Army's Fort Brooke.

What people report

Visitors and park staff have reported a lone sentry in Spanish uniform on the ramparts and voices in the garitas, the stone sentry boxes, after dark.

That paragraph is reported tradition, not a claim about what is there. The history above it is sourced; the stories are recorded because people tell them.
