What actually happened

Edward Seymour's grand 17th-century rebuilding stopped unfinished at his death in 1613, and the house was abandoned by 1700.

The history

The Pomeroys held the manor from the Norman Conquest and built the castle in the late 15th century. The Seymours acquired it in 1547 and began an Elizabethan mansion in the 1560s.

What people report

English Heritage notes the ruins inspired blood-curdling ghost stories that some still believe; visitors have reported a White Lady in the dungeons and a Blue Lady on the ramparts.

That paragraph is reported tradition, not a claim about what is there. The history above it is sourced; the stories are recorded because people tell them.
